Construction work on the administration block for the Keta Harbour project is to begin in September, this year, Mr Godwin Edudzi Yao Effah, Keta Municipal Chief Executive (MCE) has said."The dream of the government to have a harbour constructed for Keta has not died off at all as being peddled by some doubting 'Thomases'.
